Locating FHA Connection User ID Records

A specific user record or one or more user ID records associated with an organization can be located.

Specific User Record

To locate a specific FHA Connection user ID record, do the following:

  1. On the FHA Connection ID Administration Request page type the user's six-character FHA Connection ID in the By FHA Connection User ID field.

    -or-

    Type the user's nine-digit Social Security Number in the By SSN field.

  2. Click Send. The FHA Connection ID Administration page appears with the user ID details. Continue to Editing User Information, Resetting the Password, or Resending the E-mail Notification or Letter Notification.

    -or-

    If there are errors, the
    FHA Connection ID Administration Request Results page appears with an Error message above the selection criteria fields and an Error(s) Detected field below them. Review the information in these fields. Click Previous, make the required correction, and process again.

One or More User Records for an Organization

To locate one or more user ID records associated with a specific organization, do the following:

  1. Select the type of business entity that employs the user (or program with which the business entity is associated) from the drop-down list in the Agency Type field.

  2. Enter the ID for the selected "agency" in the Agency ID field (see below). If HUD Employees and Contractors was selected as the Agency Type, an ID does not have to be entered. Leave the Agency ID and Agency Type fields blank to get a list of Independent user IDs.

    Title I Lender (5 digits): Type the first five digits of the ten-digit ID for the FHA-approved Title I lender. Note: Optionally, to get HUD users ("H" or "C" ID prefixes), type 99999.
    Title I Lender (10 digits): Type the ten-digit ID for the FHA-approved Title I lender. Note: Optionally, to get HUD users ("H" or "C" ID prefixes), type 9999999999.
    Title II Lender (5 digits): Type the first five digits of the ten-digit ID for the FHA-approved Title II lender. Note: Optionally, to get HUD users ("H" or "C" ID prefixes), type 99999.
    Title II Lender (10 digits): Type the ten-digit ID for the FHA-approved Title II lender. Note: Optionally, to get HUD users ("H" or "C" ID prefixes), type 9999999999.
    Service Bureau: Type the five-digit ID for the service bureau.
    CAIVRS for Non-FHA Lenders: Type the ten-character identifier issued to the lending institution by a Federal agency (and program) participating in CAIVRS; ID for the non-FHA lender with access only to CAIVRS. Note: For Veterans Affairs, this is the first ten characters of the ID issued.
    FHA Subsidiary Ledger: Type the ten-character identifier for the organization doing business with HUD relating to the FHA Subsidiary ledger.
    Underwriter Review System: Type the four-digit identifier for the organization doing business with HUD relating to the underwriter review process.
    CAIVRS for External Government Agency: Type the unique ten-digit ID for the Federal agency participating in CAIVRS. They are:
    -9999999904: U.S. Department of Veterans Affairs
    - 9999999905: U.S. Department of Agriculture (or 9999990555 for Rural Housing)
    -9999999907: U.S. Department of Education
    -9999999909: U.S. Small Business Administration
    -9999999910: U.S. Department of Justice
    -9999999911: Federal Deposit Insurance Corporation (Treasury)
    Housing Counseling Agency: Type the five-digit identifier issued to the FHA-approved housing counseling agency by HUD's Housing Counseling System (HCS). The first digit is "8" or "9".

  3. Enter one or more of the following selection criteria (the more criteria entered, the narrower the results are):

    By FHA Authorization: Select the specific application authorization granted to the user from the drop-down list.
    By Last Name: Type all or part of the user's last name.
    First Name: Type all or part of the user's first name.
    By HUD Office: Select the HUD office with which the HUD users ("H" or "C" ID prefixes) are associated from the drop-down list.
    By ID Status: Select the user's FHA Connection ID status from the drop-down list.
    Notes:
    -The All IDs option does not include Independent user IDs. To get Independent user IDs, use the All Independent IDs option and do not enter a lender, service bureau, or agency ID.
    -For a HECM housing counseling agency, only the All IDs and Coordinator IDs options can be used.
    By Assigned After the Date: Type a date after which the user was assigned an FHA Connection ID. Use an mm/dd/yy format.

  4. Optionally, select the sort order of the resulting list of records from the drop-down list in the Sort by field.

  5. Click Send. If one match is found, the FHA Connection ID Administration page appears with the user ID details. Continue to Editing User Information, Resetting the Password, or Resending the E-mail Notification or Letter Notification.

    -or-

    If more than one match is found, the FHA Connection ID Administration List page appears from which to select the record to be viewed. Continue to Selecting a Record from the FHA Connection ID Administration List or Downloading the FHA Connection ID Administration List.

    -or-

    If there is an error, one of the following occurs:

    An error message box appears. Click OK to clear the message. Make the correction and process again.
    The FHA Connection ID Administration Request Results page appears with an Error message above the selection criteria fields and an Error(s) Detected field below them. Review the information in these fields. Click Previous, make the required correction, and process again.

Selecting a Record from the FHA Connection ID Administration List

The FHA Connection ID Administration List page is displayed if more than one record matches the information you entered.

  1. Locate the record on the list. If necessary, click Next to go to the next page. Click Previous to go to the previous page.

  2. Click the user ID. The FHA Connection ID Administration page appears for the selected user ID. Continue to Editing User Information, Resetting the Password, or Resending the E-mail Notification or Letter Notification.

Downloading the FHA Connection ID Administration List

You can download the entire list displayed on the FHA Connection ID Administration List page as a Microsoft® Excel® file as follows:

  1. Click Download Report to Excel File on the FHA Connection ID Administration List page. The ID List Download pop-up page appears.

  2. On the ID List Download pop-up page, click the check box beside each field you wish to include in the downloaded file. To clear any fields selected in error, click the check box again, or click Reset to clear all fields.

    -or-

    Click Select All to include all of the fields.

  3. Click Send. Depending on the browser, you may be prompted to Open or Save the file. Follow your browser's procedures.

  4. If the version of Excel® you are using is a later version than the downloaded file, a dialog box with a warning message is displayed when attempting to open the file. Click Yes in the dialog box to open the file.

  5. When the file is opened, adjust the column widths to properly display the information.

  6. To download another list that includes a different set of fields, click Reset on the ID List Download pop-up page to clear all previously selected fields and repeat the above steps.

    Click Close on the ID List Download pop-up page to close the page.

Editing User Information

Changes to personal user information are effective immediately. Changes to application authorizations or ID status are effective the next business day.

  1. On the FHA Connection ID Administration page, verify that you are working with the appropriate user ID record by reviewing the information.

  2. Edit the appropriate information.

    Terminate or Reinstate ID: Click the radio button next to Terminate to make the user's ID inactive or click the radio button next to Reinstate to make the user's ID active again. If Terminate is selected, the reason for the termination must be supplied after processing the FHA Connection ID Administration page. If the Reinstate option is not available, contact a HUD security administrator or Homeownership Center helpline administrator to reinstate the user's ID. Note: These options are not available for Independent users (public accountants and auditors).
    Application Coordinator Change: Click the radio button next to Coordinator to make a standard user an Application Coordinator. Click the radio button next to Standard to make an Application Coordinator a standard user. If the organization has only one Application Coordinator, another Application Coordinator must be designated before changing the existing Application Coordinator to a standard user. A maximum of four Application Coordinators is allowed.
      Note: For a housing counseling agency's Application Coordinator, the agency's Housing Counseling System (HCS) ID must be entered in the If you like to change this user to a coordinator, please enter the Housing Counseling Agency ID to which the user will be associated field and the agency's name is entered in the Organization Name field.
    User Type Change: For a HUD staff member or contractor, select the type of user from the drop-down list in the User Type field. Note: Only a HUD Headquarters administrator can designate another user as an Administrator or System Security Administrator. HOC personnel must make a request through the Digital Identity and Access Management System (DIAMS) and, if approved, the role is granted by a HUD Headquarters administrator.
    Non-secure information: Delete the user's non-secure information (telephone number, organization name, or e-mail address) and type the new information. For a HUD staff member or contractor, make a new selection from the drop-down list in the Home Ownership Center (HOC) field.
    Secure information: Delete the user's Social Security Number, birth date, or mother's maiden name and type the new information.
    Prime contractor association: Select the name of the prime contractor with which the user is associated from the drop-down list in the Select Prime Contractor field (only applicable to a user acting as the prime contractor). Note: Prime contractor information is maintained by the appraiser review data manager for each Homeownership Center.
    Desk Reviewer contractor association: Select the name of the "desk reviewer" contractor with which the user is associated from the drop-down list in the Select Desk Review Contractor field. Note: Desk Reviewer contractor information is maintained by the appraiser review data manager for each Homeownership Center.

  3. Click Send. The FHA Connection ID Administration Results page appears. If processing was successful, a Success message at the top of the page states: FHA Connection ID Maintenance Successfully Completed.

    If processing was unsuccessful, an
    Error message at the top of the page states: FHA Connection ID Maintenance Not Processed Due to Error(s). An Error(s) Detected field at the bottom of the page explains the error(s). Click Previous to return to the FHA Connection ID Administration page and make the correction(s).

    -or-

    If the FHA Connection user ID is being terminated, the
    FHA Connection Terminate Reason page appears. Continue to Entering the Termination Reason.

Entering the Termination Reason

If Terminate was selected on the FHA Connection ID Administration page, the reason for the termination of the user ID must be provided.

  1. On the FHA Connection ID Termination Reason page, select the user ID termination reason from the drop-down list in the Reason for Termination field.

  2. Optionally, remarks about the termination can be entered in the Comments on termination field.

  3. To prevent the lender's Application Coordinators from reinstating the ID at their discretion, select No from the drop-down list in the Indicate if coordinators are allowed to reinstate this user ID field.

    Note: If the Application Coordinators are not given authorization to reinstate the ID, the user's information is displayed as view only to them. In this case, reinstatement of the ID can only be made by a HUD security administrator or Homeownership Center helpline administrator.

  4. Click Send. The FHA Connection ID Termination Reason Results page appears stating the termination was successfully completed.

    If there is an error, an error message box appears. Click OK to clear the message. Make the correction and process again.

Resetting the Password

A user may request to have the password reset when FHA Connection lock out occurs or the password is forgotten. The password is reset to the last six digits of the user's Social Security Number. The change takes place immediately. The password cannot be reset for a terminated user ID.

To reset the user's password, do the following:

  1. On the FHA Connection ID Administration page, verify that you are working with the appropriate user ID record by reviewing the information.

  2. Click Reset Password. The FHA Connection Password Reset pop up page appears stating that the password is reset to the last six digits of the user's Social Security Number.

  3. Click Close to close the pop up page.

The user must change the password again after logging on to the FHA Connection by using FHA Connection Password Change on the ID Maintenance menu.

Resending the E-mail Notification or Letter Notifications

If the e-mail notification containing the user's FHA Connection user ID is not received or the e-mail address was recently changed, resend the e-mail notification for a lender Application Coordinator, FHA-approved appraiser, or housing counseling agency personnel. For a service bureau Application Coordinator, resend the letter notification.

  1. On the FHA Connection ID Administration page, verify that you are working with the appropriate user ID record by reviewing the information.

  2. Click Resend E-mail. The Resend E-mail page appears with a message stating: Resend E-mail Successfully Completed.

    -or-

    Click Resend Letter. The Resend Letter page appears with a message stating: Resend Letter Successfully Completed.

  3. Click Previous to return to the FHA Connection ID Administration page.
