Processing

When the reviewer retrieves a HUD Certified Housing Counselor Application or HUD Certified Housing Counselor Update/Renewal for HECM counseling that is placed on hold, it is assigned to the reviewer until the review is completed that day or retrieved by another reviewer. If the review is not completed by the end of the day, the application or update/renewal is no longer assigned to a reviewer at the beginning of the next day.

The basic procedure for reviewing a held HUD Certified Housing Counselor Application or HUD Certified Housing Counselor Update/Renewal for HECM counseling is as follows:

Getting the Held HUD Certified Housing Counselor Application or Update/Renewal

To view the total number of HUD Certified Housing Counselor Applications and Update/Renewals for HECM counseling that are pending review, click Show Total Pending on the HECM Counselor Roster Held Request page. The HECM Counselor Roster Held Pending pop-up page appears with the statistics and can be printed by selecting Print. Click Close to close the pop-up page.

There are three ways to get a held HUD Certified Housing Counselor Application or Update/Renewal for HECM counseling: by counselor's last name, date range, or next held.

By Counselor's Last Name

  1. On the HECM Counselor Roster Held Request page, specify whether the review is for an initial application or an update/renewal by making a selection in the Type of Review field.

  2. Type all or part of the last name of the counselor in the HECM Counselor's Last Name field.

  3. Optionally, you can enter a date range within which the counselor's HUD Certified Housing Counselor Application or Update/Renewal for HECM counseling was processed. Type the beginning of the date range in the Begin Date field. Type the end of the date range in the End Date field. Use an mm/dd/yy format such as 09/15/16.

    -or-

    Click Calendar to select a date.

  4. If you entered only the first few characters of the counselor's last name, a list of names matching those characters may be displayed. Optionally, you can specify the order in which the list is displayed by making a selection from the drop-down list in the Sort by field.

  5. Click Send. If the search produces only one match, the HECM Counselor Roster Held page appears. Continue to Reviewing and Researching.

    If the search produces more than one match, the HECM Counselor Roster Held List page appears with a list of initial applications or updates/renewals that match the search criteria. Click the name of a listed counselor to display the HECM Counselor Roster Held page. Continue to Reviewing and Researching.

    -or-

    If there was an error, one of the following occurs:
    An error message box appears. Click OK to clear the message. Make the correction and process again.
    The HECM Counselor Roster Held Request page appears with an error message near the top of the page and an Error(s) Detected field in the Details section near the bottom of the page. Review the information in these fields. Make any necessary corrections and process again. If there are no records that match the selection criteria, the Error(s) Detected field displays No Records Matched Search Criteria.

By Date Range

  1. On the HECM Counselor Roster Held Request page, specify whether the review is for an initial application or an update/renewal by making a selection in the Type of Review field.

  2. Enter a date range within which the counselor's HUD Certified Housing Counselor Application or Update/Renewal for HECM counseling was processed. Type the beginning of the date range in the Begin Date field. Type the end of the date range in the End Date field. Use an mm/dd/yy format such as 09/15/16.

    -or-

    Click Calendar to select a date.

  3. Optionally, since a list will be produced, you can specify the order in which it is displayed by making a selection from the drop-down list in the Sort by field.

  4. Click Send. If the search produces more than one match, the HECM Counselor Roster List page appears with a list of initial applications or updates/renewals that match the search criteria. Click the name of a listed counselor to display the HECM Counselor Roster Held page. Continue to Reviewing and Researching.

    If the search produces only one match, the HECM Counselor Roster Held List page appears. Continue to Reviewing and Researching.

    -or-

    If there was an error, one of the following occurs:
    An error message box appears. Click OK to clear the message. Make the correction and process again.
    The HECM Counselor Roster Held Request page appears with an error message near the top of the page and an Error(s) Detected field in the Details section near the bottom of the page. Review the information in these fields. Make any necessary corrections and process again. If there are no records that match the selection criteria, the Error(s) Detected field displays No Records Matched Search Criteria.

By Next Held

  1. On the HECM Counselor Roster Held Request page, specify whether the review is for an initial application or an update/renewal by making a selection in the Type of Review field.

  2. Click Next Held Application. The HECM Counselor Roster Held page appears with the next held initial application or update/renewal in chronological order. An error message is displayed if there are no more initial applications or updates/renewals to review.

Reviewing and Researching

Note: On the HECM Counselor Roster Held page, a Counselor ID is displayed on the upper left part of the page for an update/renewal.

  1. Review the Held Request Information section of the HECM Counselor Roster Held page. The Reason(s) for being on hold field provides an explanation for holding the initial application or update/renewal.

  2. To review the electronic file containing the scanned image of the Application for Home Equity Conversion Mortgage (HECM) Counselor Roster, form HUD-92904 click View HECM Counselor Roster Application in the Personal Information section. The form appears on a pop-up page. Use the scroll bar to scroll through the entire form. Click close to close the pop-up page.

  3. To review the electronic file containing the scanned image of a HECM training certificate, click View Training Certificate in the Training Information section. A pop-up page appears with the certificate. Use the scroll bar to scroll through the entire certificate. Click close to close the pop-up page.

  4. If a record may exist for the counselor on the Limited Denial of Participation (LDP) List or in the Excluded Parties List System (EPLS) via System for Award Management (SAM), Possible is displayed in the Found on System field in the HECM Counselor Information section of the page. If so, perform further research in LDP or EPLS/SAM. If a record for the counselor exists in LDP or EPLS/SAM, select Yes from the drop-down list in the Found on System field for the appropriate system. Otherwise, select No. Continue to Entering a Decision.

    -or-

    If there is an issue with the counselor's address or zip code, perform further research to determine if it is valid. Continue to Entering a Decision.

    -or-

    If there was not an exact match of the counselor with a HECM Counselor Exam record, the Exam Pass Date field appears with a drop-down list of the closest matches. Match the counselor with the correct HECM Counselor Exam record by making a selection from the drop-down list in the Exam Pass Date field. Continue to Entering a Decision.

    -or-

    To end the review without entering a decision and get another initial application or update/renewal, select New Request or Next Held Application.

Entering a Decision

In the Held Request Information section of the HECM Counselor Roster Held page, enter a decision.

  1. If the initial application or update/renewal is accepted, select Accept Application or Accept update/renewal, respectively.

    -or-

    If the initial application or update/renewal is rejected, select Reject Application or Reject update/renewal, respectively. Then, type an explanation for the rejection in the Comments field. Note: The Characters Remaining field displays the number of characters available for the explanation.

  2. Click Send. The HECM Counselor Roster Held Results page appears with a Success message near the top of the page if processing was successful. If a decision was entered to accept the initial application or update/renewal, another check is made in federal systems. If the counselor passes all further checks, (a) the initial application is accepted and a six-character ID for the counselor is displayed in the HECM Roster ID field of the HECM Counselor Roster Held Results page or (b) the update/renewal is accepted. If the counselor does not pass all further checks (a) the initial application is rejected or (b) the update/renewal is rejected and results in the termination of the counselor. An e-mail is sent to the counselor notifying the counselor of the decision. An explanation is provided if the initial application or update/renewal was rejected.

    If there was an error, the HECM Counselor Roster Held Results page appears with an error message near the top of the page and an Error(s) Detected field in the Details section near the bottom of the page. Review the information in these fields. Make any necessary corrections and process again.

  3. To get another initial application or update/renewal, select New Request or Next Held Application. Note: If an initial application is currently displayed when Next Held Application is selected, the next initial application selected for Initial/Renewal Review is displayed. Conversely, if an update/renewal is currently displayed when Next Held Application is selected, the next update/renewal selected for Initial/Renewal Review is displayed.
