Multifamily Delinquency and Default Reporting

The Multifamily Delinquency and Default Reports (MDDR) system provides lenders, program managers, portfolio managers, and HUD Headquarters with access to delinquent loan reporting pages. Users may submit, update, and view records and reports. This system supports the requirements for multifamily mortgagees to report defaults, delinquencies, reinstatements, assignment elections, withdrawal of assignment elections, and related information on a scheduled basis. Authorization is required to view and use this system.

Please refer to the FHA Connection Welcome page which lists MDDR Help Desk contact information and hours of operation. Or, if you are already authorized, go to the Multifamily FHA page after log on to the FHA Connection, choose the desired menu option, and refer to the Help information provided there.

Physical Assessment

The Physical Assessment Subsystem (PASS) allows users to perform tasks and view/gather data and information related to on-site physical inspections and assessments of HUD properties including:

  • Online scheduling and viewing of inspections (provides scheduling ability for HUD, Contractors, and/or Servicing Mortgagees)
  • Inspection reviews (provides ability for inspectors and contractors to review inspection status and respond with additional clarifications)
  • HUD Real Estate Owned (REO) reports (search and view the REO report for a specific case number or view all available REO reports sorted by case number or upload date).

Authorized users are mortgagees, HUD Home Ownership Centers (HOCs), and Management and Marketing (M&M) contractors.

From the Physical Assessment link on the FHA Connection Multifamily web site, users reach the HUD Real Estate Assessment Center (REAC) Online Systems page. This is a single sign on gateway to multiple systems, allowing you to:

  • Log In: If you are already a registered user, type your user ID and password to enter PASS.
  • Use Online Registration to link to the appropriate registration form. Application Coordinators grant authorized users either Scheduler or REO authorization using the FHA Connection User Authorization page.
  • Request Password Reset.

Line of Credit Control System

The web-based Line of Credit Control System (eLOCCS) provides Title II lenders, HUD Public Housing Agencies (PHAs), Section 8 Performance Based Contract Administrators (PBCAs), and other authorized users with Internet access to LOCCS, HUD's primary disbursement system for grant and subsidy programs. eLOCCS provides authorized users the ability to query, manage, and initiate drawdown requests against their HUD program portfolios.

To access eLOCCS via the FHA Connection, choose the Multifamily FHA link. Then, click Line of Credit Control System to reach the HUD Real Estate Assessment Center (REAC) Online Systems page. This is HUD's single sign on gateway through which you can log in to the eLOCCS system.

FHA Connection users already registered in Multifamily request the eLOCCS Query or Administrator rights from their Application Coordinator. FHA-approved lenders not yet registered can find registration information by clicking the Register to Use FHAC button on the main page of this Guide.
