The SPM measures a mortgagee's actual origination and underwriting performance across specific credit score bands in relation to their estimated performance against serious delinquency and claim benchmarks for those same credit score bands. The SPM will be based on origination and underwriting performance across three credit score bands: less than 640, 640 to 680, and greater than 680. FHA anticipates that these credit score bands may be adjusted on a periodic basis.

September 14, 2012 - the following was added to Neighborhood Watch: The Analysis module was updated to produce a report of all loans for which FHA paid a claim on the mortgage insurance within the first twenty-four months from the beginning amortization date, notwithstanding the endorsement date of the loan. The report provides an analysis option by Homeownership Center; each can be downloaded to Excel. Loans selected during each month''s refresh of Neighborhood Watch will then be reviewed by the Quality Assurance Division (QAD). In order to provide additional information to the FHA staff, lenders and public the following modifications/updates were made to the Analysis/HECM Activity Tool. Internal and public users can now view Loan Portfolio by HECM Saver, HECM Standard, or All HECM Activity. Users can view each HECM portfolio option by specific area (United States to MSA), single lender, or all lenders. Area output is a rolled-up to all originations for the time frame selected. Single lender and all lenders provide additional views by institution, branch, sponsor, principal, authorized agent, sponsored originator or direct endorsement lender. The output report provides totals by loan status, payment plan type, and depending on the query selected the percentage of area volume.

This scorecard displays measurements used to determine lender compliance with HUD/FHA guidelines and regulations. These measurements focus on underwriting, delinquent loan servicing, loss mitigation, and program compliance. The Lender Scorecard introduces 19 elements divided within four risk categories upon which lenders are scored. Based upon the number of points earned per risk category, each lender receives an overall score and grade.

June 28, 1999 - the following was added to Neighborhood Watch: Lender data (lender status, etc.) is now updated daily, rather than monthly.
12. New NW Loan Date Range - June 07, 1999
June 07, 1999 - the following was added to Neighborhood Watch: Beginning with the June 5, 1999 NW database refresh, the new date range, or time period, for loan data in Neighborhood Watch has been changed to include only loans with beginning amortization date within the last 24 months. The data shown in output screens & reports will only reflect loan data that falls within this time period. As a result of this change, data showing "defaults within the first three years" will be identical to data showing "defaults within the first two years." The "within three years" option will be removed entirely from NW in an upcoming release.

Users can still search for default case data going back to January 1, 1993.

March 27, 1999 - the following was added to Neighborhood Watch: Beginning with the March 27, 1999 NW database refresh, the new "begin date" for loan data in Neighborhood Watch is January 1, 1996. The data shown in output screens & reports no longer includes calendar year 1995 data. The data now reflects loans with beginning amortization date between January 1996 and the month/year of the latest refresh (February 1999 for the most recent refresh).

March 01, 1999 - the following was added to Neighborhood Watch: On March 1, 1999, Neighborhood Watch was made available to lenders via the FHA Connection. Once authorized to use Neighborhood Watch (following completion of the FHA Connection Registration Form), lenders can click on the Neighborhood Watch link located on the "Single Family FHA" screen of the FHA Connection to begin using the application.

Gives authorized users the ability to view, print or export to Excel, case-level data on default cases. Lender employees will be restricted to viewing the default cases for which their company was/is the originating sponsoring or servicing lender. Within any "Early Warning" output screen displaying lender data, users can mouse-click on the underlined number of defaults in the "Total Defaults" table column, and view the corresponding default cases on the next screen displayed. In addition, users can view default cases using the "Default Cases" option within the "Details" option from the main menu. Users can select the Lender, Area and one of the following Date parameters: Beginning Amortization Date, Closing Date and Endorsement Date to view the default cases. The minimum dates will automatically default to the earliest date for which that selected Lender has defaults within the selected Area.

Users can view the default history for any listed case by clicking on the underlined case number in the "Default Cases" report. Note: since the case details contains data covered by the Privacy Act, use of this feature will be limited to authorized users. Lender employees must contact the FHA Connection Application Coordinator within their organization to request access. HUD users should request access via E-mail to SF Administrator. Please provide your first, middle and last name, your position and office within HUD, location, as well as your social security number and universal HUD systems ID and an explanation of why you should be granted access to Default Cases detailed data.

December 04, 1998 - the following was added to Neighborhood Watch: Microsoft Excel Download Option
Enables the user to export any "Early Warnings" or "Default Cases" report directly into an Excel spreadsheet. By simply mouse-clicking on a link at the end of an Early Warning or Default Cases output screen, Excel is automatically launched and the detailed data that appears in the output report is sent to a spreadsheet. The first time that Excel is to be launched the user must configure Netscape to launch Excel. After the data is exported to Excel, the column headings must be manually formatted.
