Who's Who in the Appraiser Review Process

» Data Manager

HOC staff member who oversees and manages the appraiser review process. May also serve as the GTR/GTM.

» Desk Reviewer

HOC staff member assigned to assess cases and determine when a field review is required. Makes recommendations to the Data Manager. Provides Field Reviewer with contact and referral information.

» Field Reviewer

HUD staff appraiser or FHA-approved contractor appraiser (Prime Contractor) who performs a field review of property that was appraised by a targeted appraiser. Completes the Appraisal Review Report (ARR) and any other required field review forms and pictures.

» Prime Contractor

Entity contracted to perform a field review. Assigns an FHA-approved appraiser to perform the actual field review. Tracks documents sent to and from the HOC. Reviews and sends completed field review forms to the HOC.

» GTR/GTM

Government Technical Representative (GTR) or Government Technical Monitor (GTM) for the field review contract who acknowledges that the appropriate Prime Contractor was assigned to perform the field review.

» Rater

HOC staff member designated to evaluate the results of the field review, if conducted, and/or record a recommended action/sanction. Sends notification letter to targeted appraiser.

» Branch Chief

HOC Branch Chief that approves or disapproves the Rater's recommended action.

» Appeal Scheduler

HOC staff member that schedules the appeal hearing, if one is in order.
