Appraiser Roster Update/Renewal is used by an Active appraiser on the FHA Appraiser Roster to:

Renewal of State License or Certification

HUD sends an e-mail notification to the appraiser 45 days before an appraiser's state license or certification expires and another reminder 30 days before expiration. An appraiser with an expired state license or certification cannot perform FHA-related appraisals within that state. The Appraisal Subcommittee (ASC) of the Federal Financial Institutions Examination Council regularly provides HUD with renewed state license or certification information in its National Registry. If there is an exact license or certification match between ASC and HUD's records, the appraiser's license or certification is automatically updated and renewed in HUD's system. If there is not an exact match, the appraiser must manually process Appraiser Roster Update/Renewal on the FHA Connection and upload a scanned image of the renewed license or certification. If a disciplinary action exists for the appraiser in any state in which the appraiser is licensed or certified, the appraiser is automatically terminated (removed from the FHA Appraiser Roster).

The appraiser can determine if license or certification renewal information was processed automatically in HUD's system by using Appraiser Roster Update/Renewal on the FHA Connection or the Appraisers lookup on the HUD.GOV website at:

System Checks

When any information is changed by the appraiser using Appraiser Roster Update/Renewal, a check is made in the following federal systems:

When state license or certification information is changed or added, a check is also made in the National Registry of ASC. The license or certification information entered in HUD's records must exactly match the information in the National Registry. Also, in the National Registry, the appraiser must have an Active status for the state license or certification being renewed, have no disciplinary actions in any state in which the appraiser is licensed or certified, and be compliant with requirements of the Appraiser Qualifications Board (AQB). Otherwise, the renewal cannot be processed.

When an appraiser's address is changed, the zip code is checked to see if it exists in HUD's records.

The Appraiser Roster Update/Renewal is held for review by a HUD staff member if:

Termination

Information cannot be updated for an appraiser with a Terminated status (FHA Appraiser Roster approval is not in effect). An Appraiser that is debarred, suspended, subject to a limited denial of participation, or has lost standing as a state-certified appraiser due to disciplinary action or expiration of a state certification is automatically terminated and given written notice of the termination. In all other cases, the appraiser is given written notice of the proposed removal including the reason for the proposed removal and its duration.
