203k Substantial Rehabilitation Send Case Binder to HOC Within 60 days after the closing date of the mortgage, Insurance Application must be processed by the lender and the case binder (closing package) submitted to the HUD Homeownership Center (HOC) that has jurisdiction over the area in which the property is located. Note: Lenders participating in the Lender Insurance (LI) program send a paper or electronic case binder only when requested by the HOC.
