Appraiser Roster Application - Processing


The basic procedure for processing the Appraiser Roster Application is as follows:

Entering Personal Information

  1. On the Appraiser Roster Application page, Personal Information section, enter your first name, middle initial, and last name in the fields provided. It must match exactly as it appears on the ASC Appraiser Registry. If there is a suffix after your last name, such as Jr, or III, make a selection from the drop-down list in the Suffix field.

  2. Enter the month, day, and year of your birth in the Date of Birth field. Use an mm/dd/yyyy format. You must be 18 years of age or older.

    Click Calendar to select a date.

  3. Enter your Social Security Number in the Social Secularity Number field.

  4. Select your gender from the drop-down list in the Gender field.

  5. Select your ethnic background from the drop-down list box in the Ethnicity field.

  6. Select your racial background by clicking the appropriate check box in the Race(s) field. More than one check box can be selected. For a native of Alaska, select American Indian. For any Pacific islander, select Native Hawaiian.

Entering Contact Information

  1. In the Contact Section of the Appraiser Roster Application page, enter your home address in the fields provided. Use the drop-down list in the State field to select the state.

  2. If your business mailing address is the same as your home address, select Yes from the drop-down list in the Is mailing address the same as home address? field. The fields for the business mailing address are automatically filled with the same information as your home address.

    -or-

    If your business mailing address is not the same as your home address, select No from the drop-down list in the Is mailing address the same as home address? field. Then, enter your business mailing address in the fields provided. Use the drop-down list in the State field to select the state.

  3. Optionally, enter the name of your business in the Business Name field.

  4. Enter your telephone number in the Phone Number field.

  5. Optionally, enter your fax number in the Fax Number field.

  6. Enter your e-mail address in the E-mail Address field. Then, enter it again in the Confirm E-mail field.

Entering Credential Information and Processing the Form

  1. In the Credential Information section of the Appraiser Roster Application page, select the type of license that you were issued from the drop-down list in the Type field (only a Certified Residential or Certified General license type is acceptable).

  2. Select the state that issued the license from the drop-down list in the State field.

  3. Enter the license number in the License Number field. It must exactly match the license number in the National Registry of Appraisal Subcommittee (ASC). Include any punctuation in the number (e.g., RCG.123456).

  4. Enter the month, day, and year the license expires in the Expiration Date field. Use an mm/dd/yyyy format.

    Click Calendar to select a date.

  5. Repeat steps 1 to 4 for each state license issued. Only one license per state may be entered.

  6. Read the Appraiser Certification. Then, if you agree, enter your full name (excluding name suffix) in the Acceptance and Signature field. It must match exactly what was entered in the First Name, Middle Initial, and Last Name fields. This is used as your electronic signature.

  7. Click Preview to preview the information entered. If processing is successful, the Appraiser Roster Application - Upload Files page appears with a Warning message near the top of the page stating processing is not completed. The Application for Roster Personnel Designation, form HUD-92563-A, automatically generated in PDF format, is displayed. The date and your electronic signature are included. Verify the information on the form. Information is view only and if changes need to be made, click Go Back and Edit to return to the prior page.

    If there is an error, the
    Appraiser Roster Application page appears with an error message near the top of the page and an Error(s) Detected field in the Details section near the bottom of the page. Click More Details next to the listed error to get further information. Make any necessary corrections and process again.
    Notes:
    The error message License #n: License ID/Type Does Not Match ASC (www.asc.gov) is displayed when the type of license and/or license number entered was not found in the National Registry of the Appraisal Subcommittee (ASC). If license information was recently updated in the National Registry, the information may not have yet been processed in HUD's system. Wait a day or so and process the application again.
    The error message License #n: License ID/Type Matches ASC (www.asc.gov) but Name/SSN Does Not is displayed when the license information was found in ASC's National Registry but the appraiser's Social Security Number or last name (first five characters) is not the information ASC has on record for the license.
    The error message Appraiser is Sanctioned (Suspension, Revocation, or Vol. Suspension) in [State] on ASC - Application Denied is displayed when there is a disciplinary action for the appraiser in ASC's National Registry.
    The error message ASC Says AQB Status Is Not "Yes" is displayed if, according to ASC's National Registry, the appraiser is not compliant with the standards of the Appraiser Qualifications Board (AQB).
    The error message A Similar Request Is Pending HUD Review is displayed if an Appraiser Roster Application was previously submitted.
    The error message Appraiser Exists on FHA Roster; Use Renewal Mode is displayed for an active appraiser on the FHA Appraiser Roster. Process Appraiser Roster Update/Renewal rather than Appraiser Roster Application.
    The error message Appraiser Exists on FHA Roster but Is Terminated; Contact HUD is displayed for an appraiser who was once on the FHA Appraiser Roster but is now terminated.
    The error message Appraiser Exists on FHA Roster but Is Sanctioned; Contact HUD is displayed for an active appraiser on the FHA Appraiser Roster with a HUD-imposed disciplinary action in effect.

  8. To print the Application for Roster Personnel Designation, form HUD-92563-A or save a copy to your computer, use the icons above the form in the upper right.

  9. To attach a state license PDF file, click Browse in the License File to Upload field. Locate and select the file. The name of the file appears to the right of the Browse button when attached. Repeat for each state license, if applicable.

  10. Click Send to upload the form and license files to HUD's server. The Appraiser Roster Application Results page appears when the files are successfully uploaded. The application is held for review by HUD personnel. An e-mail notification with the results of HUD's decision is sent to the appraiser using the e-mail address entered on the application.

    If there is an error, a pop-up message appears. Click
    OK to close the message. Make the correction and click Send again.
