203k Consultants - Processing


HUD Homeownership Centers (HOCs) maintain a roster of 203k consultants authorized to participate in FHA/HUD activities. The 203k Consultants page allows you to request and download information about a specific 203k consultant or a group of 203k consultants.

Locating 203k Consultant Information

To locate information for one or more 203k consultants, do the following:

  1. On the 203k Consultants page, enter at least one of the following requirements.

    Note: For a broad list of consultants, enter a general criterion, e.g., State. For a single 203k consultant, enter a more specific criterion such as the Consultant ID. Where indicated, you may enter partial information (one or more characters) to retrieve 203k consultants that match the entered criteria. For example, entering "P" in the Last Name field retrieves all 203k consultants with a last name that begins with "P."

  2. Consultant ID: Enter a full or partial consultant identification number in A9999 format. If the complete Consultant ID is entered, no other search criteria may be entered.
    Last Name: Enter a full or partial last name for a list of 203k consultants with the same or similar last names.
    First Name: If searching by last name, optionally enter the full or partial first name of a specific 203k consultant.
    State: Select a state from the drop-down list for a list of 203k consultants approved to do business in a specific state.
    Status: Select a status from the drop-down list.

  3. Click Send. If information was found and there are no errors:
    If the request was by Consultant ID, the 203k Consultants Update page appears for a 203k consultant with an Active status or the 203k Consultants Results page appears for a 203k consultant with a Terminated status.
    If the request was based on other criteria, the 203k Consultants List page appears with the selected information. A message at the top of the page states: 203k Consultant request successfully completed. See Downloading a 203k Consultants List.

    If no information is found based on the criteria you entered, the 203k Consultants page appears with an error message at the top of the page that states: Due to listed error(s), request will not be processed. Click Review Error(s) to go to the Error(s) Detected message in the Details section near the bottom of the page. The message states: No records match selection criteria. See Correcting Errors.

    If there is an error, the 203k Consultants page appears with an error message at the top of the page that states: Due to listed error(s), request will not be processed. Click Review Error(s) to go to the Error(s) Detected message in the Details section near the bottom of the page. An explanation of the error is provided. See Correcting Errors.

Downloading a 203k Consultants List

You can download the 203k Consultants List as a Microsoft® Excel® file as follows:

  1. Locate the 203k consultant information.

  2. On the 203k Consultants List page, click Download Report to Excel File. The 203k Consultants Download pop-up page appears.

  3. Click the check box beside each field you wish to include in the downloaded file. For fields selected in error, clear them by clicking the check box again, or click Reset to clear all.

    -or-

    Click Select All to include all of the fields.

  4. Click Send to process. Follow your browser's procedure for opening and saving the file.

  5. To download another list from the currently displayed 203k Consultants List page, click Reset to clear all previously selected fields and repeat the above steps.

    Click Close to return to the 203k Consultants List page. If you would like to request another 203k Consultants List, see Locating 203k Consultant Information.

Requesting Another 203k Consultants List

  1. Click New Request at the bottom of the 203k Consultants List page to return to the 203k Consultants page and enter new search criteria. See Locating 203k Consultant information.

    Use your browser's Back button to return to the 203k Consultants page. Modify the previously entered selection(s) or click Reset to clear all previously entered selections and enter new search criteria.

  2. Click Send to process again.

Correcting Errors on the 203k Consultants Page

Review the error information on the 203k Consultants page. There are two common conditions that may occur: must enter at least one selection or no records match selection criteria.

Must Enter at Least One Selection

The Error(s) Detected message informs you that at least one specific requirement, e.g., Consultant ID, Last Name, State, must be entered before your request can be processed.

  1. Enter at least one specific requirement for your list.

  2. Click Send to process again.

No Records Match Selection Criteria

The Error(s) Detected message informs you that no 203k consultant is found based on the requirement(s), e.g., Consultant ID, Last Name, State, you entered.

  1. Modify the requirement(s) you entered.

  2. Click Send to process again.

Viewing a 203k Consultant's Information

  1. Locate the 203k consultant's information.

  2. On the 203k Consultants Update or 203k Consultants Results page, use the vertical scroll bar to view the 203k consultant's information.

  3. To view any additional information, click View State Participation History in the State Participation section to display the 203k Consultants - State Participation History pop-up page.

    -and-

    If applicable, click View Recertification History in the Recertification Information section to display the 203k Consultants - Recertification History pop-up page.

    The pop-up page can be printed by clicking Print and closed by clicking Close.

  4. Use the browser's Back button to return to the 203k Consultants List page.

    -or-

    To request another 203k Consultants List, use the New Request button at the bottom of the page.

Adding a New 203k Consultant

  1. Determine if information already exists by locating the 203k consultant's information.

  2. If no match is found, the 203k Consultants page is refreshed and displays an error message at the top and the Error(s) Detected message in the Details section at the bottom of the page states: No records match selection criteria. Click Add Consultant? and then click Send.

    -or-

    If a match is found, the 203k Consultants List page appears. Verify the consultant you are adding is not already included on the list. Click Add 203k Consultant.

  3. The 203k Consultants Update page appears. Some information you entered previously on the 203k Consultants page, e.g., SSN or name, is carried forward to this page. To continue, see Entering 203k Consultant Information and then Submitting for Processing.

Updating a 203k Consultant's Basic Information

  1. Locate the 203k consultant's information.

  2. On the 203k Consultants Update page, verify that you have the correct consultant by reviewing the information in the General Information and Address sections of the page. Note: Information cannot be updated on the 203k Consultants Results page for a 203k consultant with a Terminated status. The 203k consultant must be reinstated before updates can be made.

  3. Change existing information as needed by deleting it and entering new information and/or add any new information. On drop-down lists, simply make a new selection. Only the Consultant ID is protected from updates. To continue, see Entering 203k Consultant Information and then Submitting for Processing.

Entering 203k Consultant Information

The 203k Consultants Update page allows authorized HUD users to enter (or update) 203k consultant information as explained below..

General Information

  1. Select the HOC associated with the 203k consultant from the drop-down list in the Primary HOC field.

  2. Enter the full name of the 203k consultant's business in the Business Name field.

  3. Enter the 203k consultant's full name in the Last Name, First Name, and Middle Name fields. If applicable, select a Suffix from the drop-down list.

  4. Enter the 203k consultant's Social Security Number (SSN) in the SSN field.

  5. Enter additional information about the 203k consultant in the Comments field, if necessary (up to 200 characters).

    Note: Comments are not displayed to non-HUD users.

Address

  1. If applicable, enter a name in the Attn (attention) field.

  2. Enter the full business address of the 203k consultant in the Street, City, State, and Zip Code fields.

Contact Information

  1. Enter the area code and telephone number in the three boxes provided in the Phone field.

  2. If you have a telephone Extension and/or Fax number, complete those fields as well.

  3. Enter the consultant's e-mail address in the E-mail Address field. Then, enter it again in the Confirm E-mail field.

State Participation Information

To enter information on the 203k consultant's business in a state, do the following:

  1. Select a state from the drop-down list in the State field.

  2. Select the type of business the 203k consultant conducts in the state from the drop-down list in the Category field.

  3. Enter the 203k consultant's license number (or certificate, registration, or approval number) for the business in the License Number field (optional).

    Note: The date the information was entered becomes the view-only Start Date.

To end the 203k consultant's business record for a state, enter a date in the End Date field.

Note: The View State Participation History link that appears on the 203k Consultants Update and 203k Consultants Results pages goes to the 203k Consultants - State Participation History pop-up page with a list of all state participation actions for the 203k consultant.

Sanctioning a 203k Consultant

Authorized HUD users can enter a sanction for a 203k consultant.

  1. Locate the 203k consultant's information.

  2. On 203k Consultants Update page, scroll down to the Sanction Information section.

  3. Select a sanction type from the drop-down list in the Type field.

  4. Enter the date (mm/dd/yyyy) the sanction is imposed (becomes effective) in the Imposed Date field.

    Note:
    Before imposing a new sanction, any previous sanctions must be lifted.

  5. When applicable, enter the date the sanction was lifted (no longer in effect) in the Lift Date field (mm/dd/yyyy).

  6. Enter comments regarding the sanction in the Comments field.

  7. If applicable, enter the Termination Date (mm/dd/yyyy) in the Termination Information section.

Terminating a 203k Consultant

Authorized HUD users can terminate a 203k consultant to change the consultant's status from Active to Terminated on the 203k Consultant Roster. (Please note that a 203k consultant is automatically terminated if not recertified within 30 days after the recertification due date.)

  1. Locate the 203k consultant's information.

  2. On the 203k Consultants Update page, scroll down to the Termination Information section.

  3. Enter the date the termination went into effect in the Termination Date field (mm/dd/yyyy).

    Note: The Termination Date must be on or before today's date.

  4. Any details can be entered in the Comments field in the General Information section of the 203k Consultants Update page.

  5. Click Send. The 203k Consultants Results page appears if processing was successful (see Reviewing 203k Consultants Results). The Reinstate? check box located beside the Termination Date field can be checked to reverse the termination. See Reinstating a 203k Consultant.

    If there are errors that prevent processing, the 203k Consultants Update page appears again for making corrections. See Reviewing 203k Consultants Results.

    Note: Terminated consultants remain on the 203k Consultants List with a Termination Date flag. During termination, the 203k consultant information cannot be updated. The 203k must be reinstated to update information.

Reinstating a 203k Consultant

Authorized HUD users can reinstate a Terminated 203k consultant and return the consultant's status back to Active. Once reinstated, the termination date no longer appears and the consultant's information can be updated. The 203k consultant's recertification due date is automatically calculated as two years from the reinstatement date.

  1. Locate the 203k consultant's information.

  2. On the 203k Consultants Results page, a message appears at the top stating 203k Consultant has been terminated.

  3. Click [Review Termination Data].

    Scroll down to the Termination Information section.

  4. Click the Reinstate? check box in the Termination Information section.

  5. Click Send. The 203k Consultants Update page appears displaying the 203k consultant's record in update mode. Termination Date is blank, i.e., the Termination status is removed.

  6. If necessary, update additional information.

  7. When all pertinent information is complete, click Send. The 203k Consultants Results page appears if processing was successful.

Recertifying a 203k Consultant

203k consultants must be recertified every two years to retain FHA approval. An e-mail notification is sent to the 203k consultant 30 days and 15 days before the expiration of the certification. Authorized HUD users can approve or reject recertification of a 203k consultant. Also, the date of the recertification approval or rejection can be corrected.

Approving Recertification

  1. Locate the 203k consultant's information.

  2. On the 203k Consultants Update page, scroll down to the Recertification Information section.

  3. Select Approve from the drop-down list in the Recertification Decision field.

  4. Enter the date recertification was approved in the Last Action Date field (mm/dd/yyyy).

    Notes:
    The Last Action Date cannot be more than two years in the past.
    If the Recertification Due Date is more than six months from the Last Action Date entered, a pop-up warning message appears stating: Recertification Due Date is more than 6 months away. Recertifying now will make the new due date mm/dd/yyyy. Click OK to continue or click Cancel to cancel.

  5. Click Send. A pop-up message appears and states: Confirm the consultant met all recertification requirements?

  6. Click OK to confirm the requirements were met. The 203k Consultants Results page appears when recertification is successfully completed. The Recertification Due Date field displays the system-generated date for the next recertification. An e-mail message on the recertification decision is automatically sent to the 203k consultant at the end of the day. See also Reviewing 203k Consultant Results.

Note: The View Recertification History link that appears on the 203k Consultants Update and 203k Consultants Results pages goes to the 203k Consultants - Recertification History pop-up page with a list of all the recertification actions.

Rejecting Recertification

  1. Locate the 203k consultant's information.

  2. On the 203k Consultants Update page, scroll down to the Recertification Information section.

  3. Select Reject from the drop-down list in the Recertification Decision field.

  4. Select a rejection reason from the drop-down list in the If Rejected, please select reason field. If Other is selected, an explanation must be entered in the Comments field (200 characters).

  5. Enter the date recertification was rejected in the Last Action Date field (mm/dd/yyyy).

    Notes:
    The Last Action Date cannot be more than two years in the past.
    If the Recertification Due Date is more than six months from the Last Action Date entered, a pop-up warning message appears stating: Recertification Due Date is more than 6 months away. Recertifying now will make the new due date mm/dd/yyyy. Click OK to continue or click Cancel to cancel.

  6. Click Send. An e-mail message on the recertification decision is automatically sent to the 203k consultant at the end of the day with the reason for rejection and any comments. See Submitting for Processing.

Correcting the Last Action Date

  1. Locate the 203k consultant's information.

  2. On the 203k Consultants Update page, scroll down to the Recertification Information section.

  3. Select Correct last action date from the drop-down list in the Recertification Decision field.

  4. Enter the correct date in the Last Action Date field (mm/dd/yyyy).

    Notes:
    The Last Action Date cannot be more than two years in the past.
    If the Recertification Due Date is more than six months from the Last Action Date entered, a pop-up warning message appears stating: Recertification Due Date is more than 6 months away. Recertifying now will make the new due date mm/dd/yyyy. Click OK to continue or click Cancel to cancel.

  5. Click Send. See Submitting for Processing.

Submitting for Processing

When all pertinent information is complete, click Send. The 203k Consultants Results page appears if processing was successful. See Reviewing 203k Consultants Results.

Reviewing 203k Consultants Results

If processing was successful, the message at the top of the 203k Consultants Results page states: 203k Consultant Request Successfully Completed. For new consultants, a Welcome e-mail letter is generated and sent to the consultant. The e-mail includes the Consultant ID assigned to the consultant and the Recertification Due Date. For verification purposes, the e-mail also includes the consultant's name, address, and telephone number.

Authorized HUD personnel can resend the last recertification e-mail sent to the 203k consultant by clicking Resend Recertification Email

If there are errors that need to be corrected, the 203k Consultants Update page appears with an error message at the top of the page that states: Due to listed error(s), request will not be processed. An Error(s) Detected message in the Details section at the bottom of the page describes the error. Errors occur when invalid information is entered or required information is not entered. To view Errors Detected:

Click [Review Errors] at the top of the 203k Consultants Update page.

Scroll to the bottom of the 203k Consultants Update page.

Note: When 203k consultant information is processed, the consultant's SSN is checked against the Credit Alert Verification Reporting System (CAIVRS), a loan default tracking system. If loan default information is associated with the 203k consultant, the following error message occurs: SSN found as claim/default on CAIVRS file. Research the CAIVRS finding. If the CAIVRS error is not reason enough to deny the consultant participation, bypass the error and continue processing the 203k consultant by selecting the Override CAIVRS Error check box.
