Borrower/Address Change - Processing

The Borrower/Address Change page has the following sections: General Information, Borrower Information, and Property Address sections. The editable information that is displayed in these sections depends on prior case processing. Authorized HUD personnel can use Borrower/Address Change to make post-endorsement changes. The basic procedure for processing Borrower/Address Change includes:

Getting Case Information

  1. On the Borrower/Address Change Request page, enter the case number assigned to the mortgage loan in the FHA Case Number field.

  2. Click Send. If there are no errors, the Borrower/Address Change page appears. Verify that you are working with the appropriate case by reviewing the information.

    -or-

    If there is an error, the Borrower/Address Change Request page appears with an error message above the FHA Case Number and an Error(s) Detected field below it in the Details section. Review the information in these fields. Make any necessary corrections and process again.

    Notes:

    A warning message is displayed indicating the status of the validation of the name, Social Security Number, and birth date combination of the borrower(s) against government records. If one or more borrowers failed validation, the sequential number of the borrower that failed is provided (e.g., #2 for the second borrower listed). Use Holds Tracking to get details. However, cases are only listed there for three to five business days. See also Reviewing Borrower/Address Change Results for links to information on common messages.
    For an endorsed case, the view-only Borrower/Address Change Results page appears. Only authorized HUD personnel can make post-endorsement changes. Contact the appropriate HUD Homeownership Center (HOC) if a borrower or address change must be made after case endorsement. Post-endorsement Borrower SSN can be used by authorized lender personnel to correct the Social Security Number of a borrower.

Changing General Information

If necessary, you can update the information in any of the fields in the General Information section. The fields displayed in this section depend on the stage of case processing.

ADP Code: Click ADP Code Lookup in the ADP Code field to look up and select the appropriate ADP code for the section of the National Housing Act under which mortgage insurance is being requested. After an ADP code selection is made, the ADP Code Characteristics are displayed in the Amortization Type, Housing Program, Property Type, Special Program, Buydown, and Principal Write-down fields. Verify the information in these fields (information is view only). If it is not correct, look up the ADP code again and make another selection or change the information entered in the ADP Code Characteristics fields.
 Note: The ADP code cannot be changed to a code designated for a Home Equity Conversion Mortgage (HECM) if the case was not initially established as a HECM (and vice versa). Instead, use Case Number Assignment to establish the case with the appropriate ADP code. The case must be reprocessed with the new FHA case number and ADP code.
Program ID: Delete the current ID and type the new ID.
 You can click Program ID Lookup to look up the appropriate Program ID.
Living Units: Delete the current number and type the new number. A maximum of 11 units can entered.
Borrower Type: Make a selection from the drop-down list.
Loan Purpose: Make a selection from the drop-down list.

Adding or Changing Borrower Information

If information is added or changed in the Borrower Information section, the borrower's/coborrower's identification is validated against government records overnight and credit history is checked in the Credit Alert Verification Reporting System (CAIVRS). A non-borrowing spouse's Social Security Number is validated against government records but is not checked in CAIVRS.

  1. Type the last name, first name, and middle initial of the borrower in the Borrower Name (or Coborrower Name) field, or make any necessary changes to the name displayed. Use this format: Doe, John T. If the name has a generational suffix (Jr, Sr, II, or III), use this format: Doe III, John T.

    Note: If the borrower has a single name and on the application for a Social Security Number only enters a last name and does not enter a first name, the first name of the borrower is identified as Unknown by the Social Security Administration. For example, Zorro, Unknown is entered in the Borrower Name field for a borrower with only a last name of Zorro. Conversely, if only the first name is entered on the application for a Social Security Number and the last name is omitted, the last name of the borrower is identified as Unknown. For example, Unknown, Zorro is entered in the Borrower Name field for a borrower with only a first name of Zorro.

  2. Select the type of identification for the borrower from the SSN/TIN drop-down list. Use TIN for an Employee Identification Number (EIN). Then, type the borrower's ID in the boxes provided, or make any necessary changes to the ID displayed.

  3. Type the date of birth of the borrower in the Birth Date field. Use an mm/dd/yyyy format, such as 01/15/1965. Skip this step if a TIN/EIN was entered in step 2 and/or the borrower is a nonprofit agency.

    Note: For a non-HECM case, the borrower must be 17 years of age or older when Case Number Assignment is processed and 18 years of age on or before the Closing Date when Insurance Application is processed. For a HECM case, the borrower must be 62 years of age or or before the Closing Date. If the Closing Date is not available, the borrower must be 62 years of age within 180 days of the date an FHA case number was assigned.

  4. Skip this step for a forward (non-HECM) mortgage. For a HECM, select No, Eligible Spouse, or Ineligible Spouse from the drop-down list in the Married to NBS field. If Eligible Spouse, or Ineligible Spouse is selected, do the following:

    Type the last name, first name, and middle initial of the non-borrowing spouse in the NBS Name #1 field.
    Type the non-borrowing spouse's Social Security Number in the adjacent SSN field.
    Type the date of birth of the non-borrowing spouse in the adjacent Birth Date field. Use an mm/dd/yyyy format, such as 01/15/1935. Note: The non-borrowing spouse must be 18 years or older.
    Note: A maximum of three borrowers can have a non-borrowing spouse per case.

  5. Repeat steps 1-4 for a coborrower, if necessary.

  6. Add or change additional borrower information. The fields displayed for adding or changing the following borrower information depend on the type of case and the stage of case processing.

    Age: If this field is displayed, type the borrower's age in years in the box provided (18 to 99), or make any changes to the age displayed. This information was not collected after January 1, 2004.
    Borrower Information: Make a selection from the drop-down list. If Furnished is selected, information must be entered in the Ethnicity, Race(s), and Sex fields for mortgages assigned a case number before January 1, 2018 and is optional for mortgages assigned a case number on or after January 1, 2018.
    Ethnicity: Make a selection from the drop-down list.
    Race(s): Click the appropriate check box. More than one can be selected.
    Sex: Make a selection from the drop-down list.
    First Time Home Buyer: Click the appropriate radio button. If Yes is selected, the borrower must be an individual/occupant. If there are two borrowers, only one needs to qualify as a first-time home buyer. Not applicable to a DE HECM case.
     Note: Since there was a reduction in the upfront mortgage insurance premium (MIP) for all loans closed on or after January 1, 2001, current first-time home buyers who obtain housing counseling will not receive an additional reduction in the upfront MIP.
    Counsel Type: Make a selection from the drop-down list. Not applicable to a DE HECM case. Note: For a first-time home buyer, only the Not Counseled and HUD Approved options are allowed for a case assigned a case number on or after February 11, 2007. Also, if HUD Approved is selected, enter the counseling agency's Employer Identification Number (EIN) or Taxpayer Identification Number (TIN) in the Counsel TIN field.
    SSN Exempt: Make a selection from the drop-down list. If Yes is selected, the borrower or coborrower must be exempt from obtaining a Social Security Number. In addition, the SSN/TIN indicator should be N/A and the boxes for the ID number left blank. Not applicable to a DE HECM case.
    Application Received by: Make a selection from the drop down list. This is the method by which the Uniform Residential Loan Application (URLA) was received.
    Number of Dependents: Type the total number of dependents claimed in the Number of Dependents field, or change the number displayed. Leave this field blank if the borrower is not an individual. Not applicable to a DE HECM case.
    Marital Status: Make a selection from the drop-down list. Select N/A if the borrower is not an individual. Not applicable to a DE HECM case.

  7. Use Holds Tracking within the next three business days to determine if added or corrected borrower identification information (name, Social Security Number, and birth date) was successfully validated against government records.

Changing the Property Address

The Property Address section of the Borrower/Address Change page includes fields for editing the property address as well as PUD/Condo information. While proposed construction or property under construction may have a lot, block, and plat address when requesting an FHA case number, a street address must be entered here before applying for insurance. The property's address is validated against U.S. Postal Service information when a change is made. However, the address validation does not occur if the property has a lot, block, and plat address. To change the property address, do the following:

  1. Enter the updated street address for the property in the Hse No, Street Name, and Type fields. Provide information for the Unit, Pre, and/or Post fields, if applicable. You can look up Type, Pre, and Post information by clicking Pre Direction, Street Type, or Post Direction Lookup. See also street address examples.

    -or-

    For proposed construction or property under construction, you can type updated lot, block, and plat information in the Lot and Blk/Plat fields. For the Blk/Plat field, the first three characters you enter identify the block and the next two characters identify the plat. Do not use a slash (/) to separate them.

    Note: For a rural route address, type the rural route number in the Hse No field using an RR # (or RD #) format. Type the box number in the Street Name field using a Box # format.

  2. Type the five numbers of the property's zip code in the first box of the Zip Code field. Note: If multiple city/county codes exist for the zip code, the "default" city and county code are automatically entered in the City and County fields if they are left blank.

    Enter the city, state, and zip code in which the property is located in the City, State, and Zip Code fields.

Note: If there is a problem with the zip code due to a new city name or rezoning, contact your HUD Homeownership Center.

Adding or Changing PUD/Condo Details

Planned Unit Development (PUD) or condominium information can be added or updated in the Borrower/Address Change page, depending on prior case processing. Information can be added or updated in the following fields:

PUD/Condo Indicator: Make another selection from the drop-down list.
PUD/Condo ID: Add or update the FHA ID for the PUD or condominium. This information is optional for a PUD.
 You can click PUD/Condo Lookup to search for the ID and/or phase.
Submission: Add or update the submission number of the project (see above). This information is optional for a PUD. Note: This was formerly referred to as a Phase of the project.
Site Condo : Indicator cannot be changed to Spot Lot for cases assigned a case number on or after February 1, 2010.

Submitting for Processing

When all of the changes have been made in the Borrower/Address Change page, click Send. The Borrower/Address Change Results page appears if processing was successful. If there are errors that prevent processing, the Borrower/Address Change page appears again for making corrections. See Reviewing Borrower/Address Change Results.

Reviewing Borrower/Address Change Results

A message at the top of the page informs you if processing was successful or if there are errors that need to be corrected. Some of the common messages and warnings that may appear on the Borrower/Address Change Results or Borrower/Address Change pages are listed below.

Correcting Property Address Errors

The Address Validation pop up page is displayed for correcting and validating the property address. Review the information in the Error(s) Detected field of the Validate Address page to determine what information must be corrected or provided. You can correct the address, accept a new address provided, or override the address validation. Also, you can print the Validate Address page for your records.

Correcting the Address

If the property address was incorrectly entered, do the following:

  1. On the Validate Address pop up page, delete, add, or select new information.

  2. Click Validate Address when you have completed reentering the address. If the address is validated and there are no other errors, the Borrower/Address Change Results page appears. See also Reviewing Borrower/Address Change Results.

    -or-

    If the address is validated and another error exists, the Borrower/Address Change page appears again for making the correction.

    -or-

    If the address cannot be validated, a Message field appears near the top of the Validate Address page and states: Due to Listed Error(s), Request Will Not Be Processed. The Error(s) Detected field in the near the bottom of the page provides an explanation of the error. Review the information in this field. Then, make additional corrections, accept a new address provided, or override the address validation.

  3. If borrower identification information must also be corrected and validated, click the Borrower(s) link at the top of the Validate Address page to display the Validate Borrower page. The link only appears if one or more borrowers failed validation. See Validating the Borrower.

Accepting a New Address

If the property address you entered does not match U.S. Postal Service information, the property address that most closely resembles it may appear in the Error(s) Detected field.

  1. On the Validate Address page, verify the property address you entered against the U.S. Postal Service address in the Error(s) Detected field.

  2. Click Accept new values if the U.S. Postal Service address provided is acceptable. If processing was successful and no other borrower or address errors exist, the Borrower/Address Results page appears with the new address.

    -or-

    If processing was unsuccessful, the Validate Address pop up page appears with new information in the Error(s) Detected field. Make additional corrections, and click Send or see Overriding the Address Validation.

    -or-

    If processing was successful but another error exists (i.e., borrower error), the Borrower/Address Change page appears again for making the correction.

  3. If borrower identification information must also be corrected and validated, click the Borrower(s) link at the top of the Validate Address page to display the Validate Borrower page. The link only appears if one or more borrowers failed validation. See Validating the Borrower.

Overriding the Address Validation

The U.S. Postal Service information used for validating the property address is updated periodically. Therefore, the property address may not be listed when processing Borrower/Address Change. This is sometimes the case for proposed construction. The address validation can be bypassed by using the Override address validation option. Misuse of this option is monitored by the FHA.

  1. On the Validate Address pop up page, verify the property address you entered.

  2. If the property address was correctly entered but not validated, click the Override address validation check box. The Borrower/Address Change Results page appears if no other borrower or address errors exist.

    -or-

    If another error exists (i.e., borrower error), the Borrower/Address Change page appears again for making the correction.

  3. If borrower identification information must also be corrected and validated, click the Borrower(s) link at the top of the Validate Address page to display the Validate Borrower page. The link only appears if one or more borrowers failed validation. See Validating the Borrower.

Printing the Validate Address Page

To print a copy of the Validate Address page, do the following:

  1. Click Print. The Print window appears.

  2. Click OK.

Note: The Print button does not work in Internet Explorer 4.0 or earlier. Instead, right-click the mouse in the Validate Address page and select Print from the pop up menu.
