Lender Electronic Assessment Portal (LEAP)

Authorization for Lender Electronic Assessment Portal Applications   Specifications of applicant's request to access Lender Electronic Assessment Portal (LEAP) applications. LEAP is used by Title I and Title II lenders for FHA lender approval and recertification, managing institution and branch information, performing lender profile functions such as cash flow account setup, and submitting requests and notifications.

Institution View Only   Indicator specifying whether the applicant requests view-only access to institution and branch information in LEAP (e.g., query institution, branch, sponsor relations, and authorized agent information).

Institution Data Entry   Indicator specifying whether the applicant requests access to LEAP to view and update institution information, add affiliations, and submit reinstatement requests for areas approved for business (AAFB) at the institution level (e.g., update institution, authorized agent, and sponsor relations information).

Branch Data Entry   Indicator specifying whether the applicant requests access to LEAP to view and update branch information, add branches, add branch personnel, and submit reinstatement requests for areas approved for business (AAFB) at the branch level (e.g., add, terminate, update, and reinstate branch).

Title II Lender and Applications

Title II Lender ID FHA's unique ten-digit identifier assigned to the financial institution approved for participation in the mortgage insurance programs authorized by Title II of the National Housing Act.

Service Bureau FHA's unique five-digit identifier assigned to the HUD-approved agency authorized to service a Title I and/or Title II lender's loans.

Authorization for CHUMS Applications Specifications of applicant's request to access Computerized Homes Underwriting Management System (CHUMS/F17) applications. CHUMS/F17 is a HUD system used to process requests for FHA single family mortgage insurance from initial receipt through endorsement.

CAIVRS Authorization  Indicator specifying whether the applicant requests access to CAIVRS Authorization and the Credit Alert Verification Reporting System (CAIVRS/F57) database. This application is used to determine if a potential borrower has a Federal loan that is currently in default or foreclosure or has had a claim paid by a reporting agency within the last three years.

Case Query Indicator specifying whether the applicant requests access to Case Query. This application is used to determine the current status of an FHA case as it progresses towards insurance endorsement.

Mortgage Insurance Certificate Indicator specifying whether the user is authorized to access Mortgage Insurance Certificate. This application is used to view and print the Mortgage Insurance Certificate (MIC) for an endorsed case.

Case/Appraisal Transfer Indicator specifying whether the applicant requests access to Case Transfer. For a non-endorsed case, this application is used to record the transfer of the mortgage (case) to a new lender, sponsor, or sponsored originator and, if requested, transfer the property appraisal as well.

Refinance Authorization Indicator specifying whether the applicant requests access to the following applications:
Refinance Authorization. This application is used to view refinance information (including the Refinance Authorization Number) provided by the Single Family Insurance System (SFIS/A43), and update the projected closing date, contact name, and/or contact phone number.
Refinance Credit Query: This application is used to view refinance information provided by the Single Family Insurance System (SFIS/A43). Note: The Refinance Authorization Number is not displayed.

Underwriter Registry Indicator specifying whether the applicant requests access to Underwriter Registry. This application is used to register direct endorsement (DE) underwriters employed by the lender with the Federal Housing Administration.

Underwriters Indicator specifying whether the applicant requests access to Underwriters. This application is used to request a list of direct endorsement (DE) underwriters included in the Underwriter Registry.

Origination/Escrow Closeout Reports

 Indicator specifying whether the applicant requests access to Origination Reports and Escrow Closeout Report.This application is used to:
Request and retrieve the following Origination Reports: Mortgagee Pipeline Report, MIP Premium on Non-Endorsed Cases Report, MIP Not Paid Report, and Mortgagee Endorsement Status Report.
Retrieve the Escrow Closeout Report for the loan originator.
Retrieve the Pending Case Cancellation Report for the loan originator or sponsor.

MIC/NOR List Indicator specifying whether the applicant requests access to MIC/NOR List. This application is used to request a list of cases that were recently (a) endorsed for mortgage insurance and issued a Mortgage Insurance Certificate (MIC), or (b) not endorsed for FHA mortgage insurance and issued a Notice of Non-Endorsement (Notice of Return or NOR).

Mortgagee Performance Report Indicator specifying whether the applicant requests access to Mortgagee Performance Report.This option is used to view the lender's monthly performance report online or download it, view underwriter activity information based on specific search criteria, and view Unacceptable Finding Letters issued as a result of post-endorsement technical review.

MIP Calculator  Indicator specifying whether the applicant requests access to MIP Calculator. This application is used to calculate the mortgage insurance premium (MIP) factor for a new loan, based on the characteristics of the loan, or look up the MIP factor for an existing loan. It is applicable to cases for which an FHA case number is assigned on or after July 14, 2008. MIP Calculator is used for both upfront MIP and annual MIP. Note: The annual MIP is used to determine the monthly mortgage insurance premium amount.

HOPE for Homeowners AUS  Indicator specifying whether the applicant requests access to HUD's automated underwriting system for HOPE for Homeowners mortgages. (Obsolete)

HECM Referral   Indicator specifying whether the applicant requests access to HECM Referral List. This application is used to designate the housing counseling agency to which the borrower was referred for a Home Equity Conversion Mortgage (HECM).

Case Cancel/Reinstate   Indicator specifying whether the applicant requests access to Case Cancel/Reinstate. This application is used to cancel (make inactive) or reinstate (make active) cases in the lender's portfolio that have not been endorsed for FHA mortgage insurance or for which upfront mortgage insurance premium (UFMIP) has not been submitted.

Counseling Certificate   Indicator specifying whether the user requests access to Counseling Certificate to view HECM and homeownership counseling certificates issued through the FHA Connection for HUD-approved counseling.

Appraisal Processing Indicator specifying the applicant's request for access rights to Appraisal Logging.This application is used to record the Appraisal Report information provided by the appraiser.

Case Number Assignment Indicator specifying the applicant's request for access rights to Case Number Assignment, Case Number Assignment Update, and Holds Tracking. These applications are used to establish in HUD's system (CHUMS/F17) a new purchase or refinance loan for which FHA insurance is being sought and assign it a case number.

Insurance Application

Escrow Closeout

203k Consultants Indicator specifying the applicant's request for access rights to 203k Consultants. This application is used to locate an FHA-approved 203k consultant.

Notice of Return  Indicator specifying the applicant's request for access rights to Notice of Return. This application is used to view and print the Notice of Return (NOR) issued for a loan (case) that cannot be endorsed for FHA insurance.

Borrower/Address Change Indicator specifying the applicant's request for access rights to Borrower/Address Change. The Update option is used to change or add information on the borrower, property address, planned unit development (PUD), or condominium before loan (case) endorsement.

Electronic Binder Additions Indicator specifying the applicant's request for access rights to Electronic Binder Additions Upload. This application is used by lenders participating in the Lender Insurance (LI) program for submitting additional electronic case binder documentation requested by HUD.

Lender Insurance History  Indicator specifying the applicant's request for access rights to Lender Insurance History. This application is used by lenders participating in the Lender Insurance (LI) program to view their LI status and activity.

Property/Borrower Validation  Indicator specifying the applicant’s request for access rights to Property/Borrower Validation details. Property/Borrower Validation shows any condition which may make a loan ineligible for the specific FHA loan program associated with the loan. Note: Currently, only available for HOPE for Homeowners loans.

Condominium Approval Maintenance  Indicator specifying the applicant's request for access rights to the Condominiums - Condominium Project Maintenance function to view and/or maintain information on condominium projects with FHA-insured mortgages on its units and access to Condominium Package Logging Search to view information on condominium packages submitted by the lender for the HUD Review and Approval Process (HRAP).

Condominium Reviewer Registry   Indicator specifying the applicant's request for access rights to the Condominium Reviewer Registry to establish and maintain information on employees designated as condominium reviewers for the Direct Endorsement Lender Review and Approval Process (DELRAP). Note: Only available to lenders with unconditional Direct Endorsement authority.
Update: Allows the user to establish, update, or view information on condominium reviewers.
Query: Allows the user to view information on condominium reviewers.

203k Calculator   Indicator specifying the applicant's request for access rights to 203K Calculator. This is the maximum mortgage worksheet for a 203(k) Rehabilitation Mortgage Insurance case.
Update: Allows the user to use 203k Calculator with an FHA case number on the FHA Connection..
Query: Allows the user to only view completed 203k Calculator information for an FHA case number.
Not Authorized: Prevents the user from using 203K Calculator on the FHA Connection.

HECM Calculator   Indicator specifying the applicant's request for access rights to HECM Calculator. `
Add/Update: Allows the user to use HECM Calculator with an FHA HECM case number on the FHA Connection.
Query: Allows the user to only view HECM Calculator information for an FHA HECM case number.

Authorization for Monthly Premium Applications  Specifications of applicant's request to Single Family Premium Collection Subsystem - Periodic (SFPCS Periodic/A80B) applications (except where noted). SFPCS Periodic/A80B is a HUD system that collects and processes monthly mortgage insurance premium payments and related charges for Risk-based and Section 530 programs.

Portfolio Indicator specifying whether the applicant requests access to the Portfolio report file supplied by the Single Family Insurance System (SFIS/A43). This report provides details for a single case or multiple cases currently being serviced by the lender.

Billing Indicator specifying whether the applicant requests access to the Billing report file. This report provides the monthly premium, late, and interest charges for cases in the servicing lender's portfolio that require monthly premium payments.

Reconciliation Indicator specifying whether the applicant requests access to the Reconciliation report file. This report provides discrepancies between what was billed in the prior billing period and what was paid (or is still owed) as of the current billing period as well as billing information for the current period.

Lender Notification Indicator specifying whether the applicant requests access to the Lender Notification report file. This report provides information on unexpected events that take place as monthly premium payments are processed during the month.

Advance Notices Indicator specifying whether the applicant requests access to the Advance Notices report file. This report provides information about monthly premium changes for cases in the servicing lender's portfolio having an annual premium anniversary due date the following month, cases that were endorsed or transferred the month before the report was created, and cases that will no longer be billed for monthly premium.

Refund Transactions Indicator specifying whether the applicant requests access to the Refund Transactions report file. This report provides case refunds that were created or had a change in status during the month.

Case Detail Indicator specifying whether the applicant requests access to Case Detail. This report provides basic case information for endorsed and nonendorsed cases as well as the last three monthly mortgage insurance premium payments.

Reallocation Transactions Indicator specifying whether the applicant requests access to the Reallocation Transactions report file. This report provides information on funds redistributed from one case to up to three other cases.

Add Case to Payment Indicator specifying whether the applicant requests access to Add Cases to Payment. This application allows the user to add cases to the lender's list of cases for an online Periodic (monthly) mortgage insurance premium payment.

Submit Payment Indicator specifying whether the applicant requests access to Submit Payment. This application allows the user to submit an online Periodic (monthly) mortgage insurance premium payment.

View Payment History Indicator specifying whether the applicant requests access to View Payment History. This application lists online and/or CPU to CPU batch file payments that are being processed or were processed.

Claims Status Indicator specifying whether the applicant requests access to Single Family Claim Status. This application is used to get information on paid and suspended single family mortgage insurance benefits claims.

Title Approval Indicator specifying whether the applicant requests access to Single Family Title Approval Status. This application is used to get current information about completed title approvals on requested cases.

Claim Input Indicator specifying whether the applicant requests access to Single Family Claims Input and Single Family Claims Input Summary. These applications are used to submit loss mitigation incentive claims to HUD for certain claim types and get a list all claims and comments that were submitted on the current day.

Title I Lender and Applications

Authorization for Title I Applications Specification of applicant's access to Title I Insurance and Claims System (TIIS/F72) applications for the Title I lender. TIIS/F72 is a HUD system that performs all Title I insurance and claims functions.

Report Single Loans Indicator specifying whether the applicant requests access to Report a Single Loan for Insurance. This application is used to establish in HUD's TIIS/F72 system a new property improvement loan for which FHA insurance is being sought and obtain an FHA Title I case number.

Report Single Refinances Indicator specifying whether the applicant requests access to Report a Single Refinance for Insurance. This application is used to establish in HUD's TIIS/F72 system a property improvement refinance loan for which FHA insurance is being sought and obtain an FHA Title I case number.

Download Bills Indicator specifying whether the applicant requests access to Title I Bill Download. This application is used to view and download the lender's billing file containing annual insurance premiums due for the month for FHA-insured Title I loans.

Case Number Assignment (Title I) Indicator specifying whether the applicant requests access to Title I MH Case Number Assignment/Update. Upfront Premium Payment (Title I) Indicator specifying whether the applicant requests to access to Title I MH Upfront Premium Payment to pay upfront insurance premium for Title I manufactured home loans via the FHA Connection.

Request for Endorsement Letter Indicator specifying whether the applicant requests access to Title I MH Request for Endorsement Letter. This application is used to request endorsement of a loan for insurance under the FHA Title I Manufactured Home Loan Insurance Program.

Insurance Application (Title I) Indicator specifying whether the applicant requests access to Title I MH Insurance Application. This application is used to process a request for FHA loan insurance under the FHA Title I Manufactured Home Loan Insurance Program.

Case Binder List Indicator specifying whether the applicant requests access to Title I Case Binder List. This application is used to get information on a list of case binders HUD received from a lender within a specified date range for manufactured home loans.

Case Query (Title I) Indicator specifying whether the applicant requests access to Title I Case Query. This application is used to determine the current status of a Title I manufactured home loan case as it progresses towards FHA insurance endorsement.

LIC/NOR List Indicator specifying whether the applicant requests access to Title I MH Loan Insurance Certificate/Notice of Return. This application is used to request a list of manufactured home loan cases that were recently (a) endorsed for FHA loan insurance and issued a Loan Insurance Certificate (LIC), or (b) not endorsed for FHA loan insurance and issued a Notice of Non-Endorsement (Notice of Return or NOR).

Upfront Payment History (Title I) Indicator specifying whether the applicant requests access to Title I MH Upfront Payment History. This application is used to view a lender's upfront insurance premium payment information for a specified date range for manufactured home loan cases.

Loan Data Changes Indicator specifying whether the applicant requests access to Title I Loan Data Changes to request post-endorsement changes to Title I loan information.

Case Cancel Indicator specifying whether the applicant requests access to Title I MH Case Cancel to cancel a non-endorsed manufactured home loan case.

Annual Premium Payment Indicator specifying whether the applicant requests authorization to pay annual insurance premium for Title I loans via the FHA Connection (Title I Annual Payment and Title I Annual Payment Exceptions).

Annual Payment History Indicator specifying whether the applicant requests access to Title I Annual Payment History. This application is used to view a lender's annual insurance premium payment information for a specified date range.

Case Transfer (Title I) Indicator specifying whether the applicant requests access to Title I MH Case Transfer. This application is used to transfer a manufactured home loan case from the originating lender to a new lender prior to endorsement.

Endorsement Aging Query   Indicator specifying whether the applicant requests access to Title I MH Endorsement Aging Query to get the endorsement status of cases and whether case endorsement is overdue.

FHA PowerSaver Loan   Indicator specifying whether the applicant requests authorization to report a new or refinanced Title I PowerSaver Loan. A PowerSaver Loan is a property improvement loan for single family residences and is used for specifically designated improvements related to energy savings. 

Portfolio   Indicator specifying whether the applicant requests authorization to use Portfolios to request and view portfolio reports. 

Underwriters (Title I)  Indicator specifying the applicant's request for access rights to Title I MH Underwriters. This application is used to view and maintain a list of currently approved Title I underwriters employed by a lender for manufactured home loans. Lenders can only view and maintain their own underwriters.

Refund Query   Indicator specifying the applicant's request for access rights to Title I Refund Query. This application is used to view refunds of upfront insurance premium payments made for manufactured home loans.

Authorization for Credit Alert Interactive Voice Response System Applications  Specification of applicant's access to the Credit Alert Verification Reporting System (CAIVRS/F57) database. This application is used to determine if a potential borrower has a Federal loan that is currently in default or foreclosure or has had a claim paid by a reporting agency within the last three years.

Inquiry Indicator specifying whether the applicant requests access to CAIVRS to prescreen potential borrowers seeking loans through Federal agencies participating in CAIVRS.

Authorization for Neighborhood Watch Applications [Title I]   Specifications of applicant's request to Single Family Neighborhood Watch (SFNW/A80W) applications for the Title I lender. SFNW/A80W is a HUD system that provides loan performance data for lenders by loan types and geographic areas using FHA-insured loan information.

Summary Data   Indicator specifying whether the applicant requests authorization to view summary information.

Loan Details   Indicator specifying whether the applicant requests authorization to view detailed loan (case) information.
