Case Number Assignment - Processing


After processing Validate Borrower/Address for Case Assignment, the Case Number Assignment page is completed next. The Case Number Assignment page has several sections: General Information, As Required, Property Address, Compliance Inspection Fields, Borrower Information, and Lender Notes. Information must be provided in the General Information and Property Address sections. Depending on the features of the case, information may need to be provided in some of the other sections as well. Here is the basic procedure for requesting an FHA case number assignment:

After receiving an FHA case number, Borrower/Address Change on the Case Processing menu can be used to add or revise borrower information.

Entering General Information

  1. On the Case Number Assignment page, select the HUD Field Office territory in which the property is located from the drop-down Field Office list.

    Note: If necessary, view a list of the Field Offices by Field Office Codes.

  2. Optionally, enter your institution's reference for the mortgage, such as a loan number, in the Lender Case Ref field.

  3. Specify whether the mortgage was originated by a sponsored originator by making a selection from the drop-down list in the Is This a Sponsored Originator Case? field.

  4. Enter the 10-digit FHA ID for the lender that originated the mortgage in the Originator ID field.

    Select Sponsored Originator EIN from the drop-down list and enter the nine-digit Employer Identification Number (EIN) of the mortgage banker or broker that originated the mortgage and was established as a sponsored originator by an FHA-approved lender. Do not enter a dash (-) after the second digit.

    You can click Lender Favorites to use Lender Favorites for the entering mortgage originator.

  5. If the mortgage originator is a principal or sponsored originator, enter the 10-digit FHA ID for the agent or sponsor in the Sponsor/Agent ID field.

    Click Lender Favorites to use Lender Favorites.

    Note: When processing a case through Holds Tracking, the Field Office, Originator ID, Sponsored Originator EIN, and Sponsor/Agent ID fields cannot be changed or added on the Case Number Assignment page that is provided.

  6. Enter the name of the loan officer for the mortgage originator in the Loan Officer Name field. (Note: This is the loan officer for the lender entered in the Originator ID or Sponsor/Agent ID field.) If there is a suffix after the last name, such as Jr, or III, make a selection from the drop-down list in the Suffix field. The First Name and Last Name must be entered. The middle initial (MI) and Suffix are optional.

  7. Enter the Nationwide Mortgage Licensing System (NMLS) identifier of the loan officer for the mortgage originator in the Loan Officer NMLS ID field (1000 to 999999999999). This information is optional for the loan officer of a Housing Finance Agency (HFA).

  8. For a Home Equity Conversion Mortgage (HECM), enter the date the borrower signed the loan application (Fannie Mae 1009) in the Date of Application (HECM only) field. Use an mm/dd/yyyy format. For a forward mortgage, leave this field blank.

  9. Select the type of case from the drop-down list in the Case Type field.

  10. Select the status of the building from the drop-down list in the Construction Code field.

  11. For a HECM or HUD Real Estate Owned (REO) property, make a selection from the drop-down list in the Processing Type field. For HUD REO property, Real Estate Owned (REO) w/ Appraisal must be selected.

  12. The Financing Type field should display N/A. (This field was formerly used for the Irregular HUD case type, which is now obsolete.)

  13. Make a selection from the drop-down list in the Is this a HUD Approved Secondary Residence? field (No or Yes, awaiting HOC approval). Notes: Secondary residences are only permitted with written approval from the jurisdictional HUD Homeownership Center (HOC). When approved, the status is changed from Yes, awaiting HOC approval to Approved. The status must be Approved in order to access Insurance Application and endorse the mortgage for FHA insurance.

  14. To determine the appropriate ADP code, make the appropriate selections from the drop-down lists in the ADP Code Characteristics fields: Amortization Type, Housing Program, Property Type, Special Program, Buydown, and Principal Write-down fields. Then, click ADP Code Lookup in the ADP Code field to display the ADP Code Selector page with a list of ADP codes that match the characteristics entered. From this list, select the appropriate ADP code for the section of the National Housing Act under which mortgage insurance is being requested. If no ADP code is listed, use the ADP Code Selector to change the ADP code characteristics and make another selection.

  15. Enter the number of separate dwellings the mortgage includes in the Living Units field. A maximum of 11 units can be entered.

  16. If the property has an accessory dwelling unit (ADU), select Yes from the drop-down list in the Accessory Dwelling Unit field. The Living Units must be 01 to select Yes.

  17. If necessary, select the mortgage insurance program from the drop-down list in the Program ID field.

    Note: You can click Program ID Lookup to look up Program ID information.


  18. Enter the number of months from the beginning of loan amortization to loan maturity in the Loan Term field. Leave this field blank for a Home Equity Conversion Mortgage (HECM) or an FHA case established before July 14, 2008.

  19. Specify the type of forward or reverse (HECM) mortgage by making a selection from the drop-down list in the Type of Case field.

  20. If the case is a Purchase, select Yes or No to answer the question If Purchase: Was this case previously sold as Real Estate Owned (previously sold by HUD)? Note: Also referred to as REO or Property Disposition (PD).

    If the case is a Refinance, make a selection from the drop-down list in the
    If Refinance: Specify type of refinance field.

Entering "As Required" Information

Information may be required in the As Required section of the Case Number Assignment page, depending on the features of the case. You may need to enter details for one or more of these categories: Refinance, Real Estate Owned, PUD/Condominium, 203(k) Rehabilitation Mortgage, Existing Construction, New Construction (Less than 1 Year), Proposed or Under Construction, Department of Veterans Affairs Certificate of Reasonable Value (VA CRV), or HECM Housing Counseling.

Refinance Details

Please note that the insurance on the prior FHA-insured mortgage cannot be terminated when Case Number Assignment is processed.

  1. Make the appropriate selection from the drop-down list box in the field stating All Refinances: (a) Select the FHA to FHA Refinance Type. (Note: For a refinanced HECM or 203(k) case, Not Streamline - N/A must be selected.)

  2. Then, specify whether this is a cash-out refinance mortgage by making a selection in the All Refinances: (b) Is this a Cash-out Refinance field. If the case is not a streamline refinance, Yes can be selected. For a streamline or simple refinance, No must be selected.

  3. If the prior mortgage was FHA insured, enter the FHA case number in the field stating Prior FHA and prior REO cases: Enter case number of previous case. Enter the first three digits of the case number in the first box. Press Tab to go to the next box and enter the remaining seven digits.

    Note: If the case number only has nine digits, add an "x" as the tenth character. You can also use Case Query to determine the tenth digit of the previous case.

  4. If the prior mortgage was FHA insured, enter the estimated closing date for the new mortgage in the Projected Closing Date field. Use an mm/dd/yy format. The date can be up to one month prior to today's date or 90 days after today's date. Leave this field blank for a refinanced HECM.

    Click Calendar to select a date.

  5. If the prior mortgage was FHA insured, enter the name and telephone number of the appropriate lender contact person in the Contact Name and Contact Phone fields. Leave this field blank for a refinanced HECM.

Real Estate Owned Details

If the new mortgage is for a HUD Real Estate Owned (REO) property, enter the FHA case number assigned to the prior mortgage in the field stating Prior FHA and prior REO Cases: Enter case number of previous case. Enter the first three digits of the case number in the first box. Press Tab to go to the next box and enter the remaining seven digits.

Note: If there is a problem with the case number when processing, try replacing the last digit with an "x."

PUD/Condo Details

For a unit in an FHA-approved condominium project or a dwelling in an FHA-approved planned unit development (PUD):

  1. Make the appropriate selection from the drop-down list in the PUD/Condo Indicator field.

  2. Enter the FHA ID for the condominium or PUD in the PUD/Condo ID field and the identifier for the submission number of the project in the Submission field. Each submission number represents a distinct set of units and was formerly referred to as a Phase of the project. This information is optional for a PUD.

    Note: You can click PUD/Condo Lookup to search for the ID and/or phase.

-OR-

For a condominium unit not located in an FHA-approved condominium project, make a selection from the drop-down list in the Site Condo field. For Single-Unit Approval, submission of the FHA Condominium Loan Level/Single-Unit Approval Questionnaire (Form HUD-9991) is required (see Mortgagee Letter 2019-13). The case is placed on hold until HUD reviews the questionnaire and approves or rejects the condominium unit (not applicable to FHA-to-FHA refinance (streamline refinance) or HUD Real Estate Owned (REO) cases). If the unit is in a condominium project that is not FHA-approved but has an FHA condo ID, enter information in the PUD/Condo Indicator, PUD/Condo ID, and Submission fields. These are condominium projects that went through the FHA approval process but currently have an Expired, Rejected, or Withdrawn status.

203(k) Rehabilitation Mortgage Details

  1. Enter the five-digit FHA ID for the 203(k) consultant in the 203k Consultant ID field. If a 203(k) consultant is not used for a Limited 203(k) case, enter the following: 203KS.

    Note: You can click Consultant Lookup to search for a 203(k) consultant.

  2. Select the type of 203(k) case by making a selection from the drop-down list in the 203k Type field.
    Select Standard if the mortgage is used for remodeling and repairs. The minimum repair cost of $5,000 and the use of a 203(k) consultant are required.
    Select Limited for minor remodeling and non-structural repairs not to exceed a total of $75,000; there is no minimum. This is also applicable to property located in a Qualified Opportunity Zone (QOZ). The use of a 203(k) consultant is optional.

  3. Enter the month and year construction of the existing building was completed in the Month/Year Completed field. Use an mm/yyyy format. The year is required and the month is optional.

Existing Construction Details

For cases with a Construction Code of Existing Construction or New (Less Than 1 Year), enter a minimum of the year the existing dwelling was completed in the Month/Year Completed field. Use an mm/yyyy format. If the month is unknown, the month field may be left blank.

New Construction (Less than 1 Year) Details

For cases with a Construction Code of New Construction (Less than 1 Year), enter the month and year the Certificate of Occupancy (or equivalent) was issued in the Month/Year Completed field. Use an mm/yyyy format. The property must have never been occupied. Note: The FHA treats an occupied property that has been completed less than one year from the issuance of the Certificate of Occupancy (or equivalent) as an existing property.

Proposed Construction or Under Construction Details

For cases with a Construction Code of Proposed Construction or Under Construction, enter a minimum of the year the dwelling is estimated to be completed in the Month/Year Completed field. Use an mm/yyyy format. The year may be estimated but must be either the year of or the year after the Case Number Assignment date. If the month is unknown, the month field may be left blank.

VA CRV Details

For a HUD VA/CRV or a Direct Endorsement VA/CRV case, a Certificate of Reasonable Value (CRV) must be issued by the Department of Veterans Affairs (VA). Do the following:

  1. Enter the date the CRV expires in the VA CRV Expire Date field. Use an mm/dd/yy format.

    Click Calendar to select a date.

  2. Enter the number the VA assigned to the CRV in the VA CRV Number field.

HECM Housing Counseling Details

Housing counseling must be provided to the borrower (homeowner) for a Home Equity Conversion Mortgage (HECM) before Case Number Assignment processing. Counseling can be waived for a HECM refinance if certain conditions are met.

  1. In the HECM Counseling Certificate Number field, do the following:
    Enter the nine-digit identifier issued through the FHA Connection for the completed Certificate of HECM Counseling, form HUD-92902. When the Case Number Assignment page is processed, the date HECM counseling was completed is displayed in the HECM Counsel Date field on the subsequent Case Number Assignment Results page.
    Note: Click Consultant Lookup to the right of the field to display the pop-up HECM Counseling Certificate Information page with details on the completed Certificate of HECM Counseling, form HUD-92902. Click Close to close the page or click Print to print the page.
    -or-
    Leave this field blank if HECM counseling is being waived for a HECM refinance case that meets the conditions for a waiver. Counseling can be waived for a HECM refinance if the Home Equity Conversion Mortgage (HECM) Anti-Churning Disclosure - form HUD-92901 is included in the case binder and it is determined by the system that the other conditions for a waiver were met.

  2. In the HECM Counseling Waived field, do the following:
    If the case is a not a HECM refinance or a HECM refinance that does not meet the conditions for a counseling waiver, select No from the drop-down list.
    If the case is a HECM refinance and meets the conditions for a counseling waiver, select Yes from the drop-down list. (The HECM Counseling Certificate Number field must be blank.)

Entering the Property Address

If you did not enter the property address on the Validate Borrower/Address for Case Number Assignment page, or if an error was made, enter the accurate property information in the Property Address section of the Case Number Assignment page. If there is a problem with the zip code due to a new city name or rezoning, contact your HUD Homeownership Center (HOC).

  1. Enter the street address for the property in the Hse No, Street Name, and Type fields. Provide information for the Unit, Pre, and/or Post fields, if applicable. You can look up Type, Pre, and Post information by clicking Pre Direction, Street Type, or Post Direction Lookup. See also street address examples.

    -or-

    For proposed construction or property under construction, you can enter the lot, block, and plat information in the Lot and Blk/Plat fields. For the Blk/Plat field, the first three characters you enter identify the block and the next two characters identify the plat. Do not use a slash (/) to separate them.

    Note: For a rural route address, enter the rural route number in the Hse No field using an RR # (or RD #) format. Enter the box number in the Street Name field using a Box # format.

  2. Enter the five numbers of the property's zip code in the first box of the Zip Code field. Note: If multiple city/county codes exist for the zip code, the "default" city and county code are automatically entered in the City and County fields if they are left blank.

    -or-

    Enter the city, state, and zip code in which the property is located in the City, State, and Zip Code fields.

Note: A street address must be provided before applying for insurance. After receiving an FHA case number, Borrower/Address Change on the Case Processing menu can be used to revise the address. After endorsement, only authorized HUD personnel can change this information.

Entering Compliance Inspection Information

If a compliance inspection(s) of the property is required, you can provide inspector information in the Compliance Inspection Fields section of the Case Number Assignment page. Note: This is not allowed for mortgages assigned an FHA case number on or after August 2, 2018.

  1. Select the type of inspector from the drop-down list in the Assignment Choice field.

    Note: If necessary, view the field description for an explanation of the choices.

  2. Enter the four-character FHA ID for the inspector in the Inspector ID field.

    Note: You can click Inspector Search to search for an inspector.

Entering Lender Notes

Information that may be pertinent to the HOC can be entered in the Lender Notes field. However, this field is primarily used by the HOC for providing information about a case placed on hold.

Updating Borrower Information

The Borrower Information section of the Case Number Assignment page displays the information entered on the Validate Borrower/Address for Case Number Assignment page.

For an active FHA-approved nonprofit agency authorized as an FHA borrower, the Employer Identification Number (EIN) of the agency can be corrected by replacing the information in the NP TIN field with the correct EIN. The name of the agency is automatically provided by the system when Case Number Assignment is processed.

Information for any additional borrowers (co-borrowers) must be provided before processing Insurance Application or HECM Insurance Application. After receiving an FHA case number, Borrower/Address Change on the Case Processing menu can be used to add or revise borrower information.

Borrower identification information is validated overnight against government records. Use Holds Tracking within the next business day to determine if all borrowers passed validation.

Submitting for Processing

When all of the pertinent information has been entered in the Case Number Assignment page, click Send. The Case Number Assignment Results page appears if processing was successful or if intervention by the Homeownership Center (HOC) is needed (Holds Tracking). If there are errors that prevent processing, the Case Number Assignment page appears again for making corrections. See Reviewing Case Number Assignment Results.
